After teaching for four years in the same college, he went to the University of Hawaii where he got his master&#8217;s and doctoral degrees in Political Science. In 2001, he joined De La Salle University where he is now a full professor in the Department of Political Science and serves as the Dean of the College of Liberal Arts. On one hand, I still conduct a lot of work on the environment, particularly on the policy\/politics side of it. Most of my publications, including my three books, are about political ecology, and the role of politics in environmental governance not only in the Philippines but comparatively with other countries, particularly in Southeast Asia. I focus my inquiry on the role of civil society forces and other non-State actors and processes in the establishment of order vis-\u00e0-vis society\u2019s engagement of the environment and its resources. I consider these as important domains of inquiry, considering that much of the discussions have always been focused on the \u201cobvious\u201d and the \u201cconvenient\u201d\u2014which is the State and its various instrumentalities. It is about time that we have to learn more about the hidden and not too obvious domains of ordinary people\u2019s contribution to environmental governance. At present, I am very much involved in research on the Mekong, particularly on democratizing water governance there. I serve as the research leader of the knowledge theme for the Mekong Program on Water, Environment and Resilience (or M-POWER), a regional program based in Chiang Mai, Thailand but involves a lot of partners. My upcoming book, which I hope to finish during my sabbatical next year, is an inquiry into three domains of existence which are normally considered as outside the usual political arena, but are in fact very political. I refer to entertainment and mass media that produce truth and pleasure, the bars and nightclubs that mediate the production of desire, and of course, to the University that produces truth and knowledge. I feel that my transfer to DLSU has enabled me to take up this domain of scholarship, considering that such may not have been appropriate areas of inquiry had I remained with UPLB-CFNR.<\/p>\n<p><strong><em><span style=\"color: #000080;\">Do you think the current environmental policies in the Philippines are effective? In your experience, how difficult it is to push some changes in the country\u2019s environmental policies? <\/span><\/em><\/strong><br \/>\nI could write a whole paper on this.  But for the sake of brevity, I would focus my response on two basic things which prevent us from having an effective environmental policy and governance regime.  First, there is a mismatch between knowledge produced and knowledge required.  Our educational system, while recognizing great strides in curricular review\u2014remains encapsulated in the traditional lenses of both the natural and the social sciences.  We are still very much dominated by Western constructs, and our science is very much dominated by empirical-positivist assertions that science is neutral and objective, and is apolitical.  And second, there is a mismatch between the technology of governance and the nature of our environmental resources.  For example, we manage our ecosystems according to political boundaries, and not according to landscapes.  Our policies simplify complex environmental situations with single formulas and strategies.<!--nextpage--><\/p>\n<p><strong><em><span style=\"color: #000080;\">As Dean of the college of liberal arts at DLSU, what are the priorities that you want to accomplish?<\/span><\/em><\/strong><br \/>\nI am on my last year as Dean of the College of Liberal Arts, since I will be enjoying my one year Sabbatical the whole of 2009.  I look forward to it, without of course saying that I did not enjoy my role of being Dean. In fact, I consider my over four years of being Dean as most pleasant and productive. All the things that I wanted to prioritize as Dean are no longer things I want to accomplish, but are things most of which are beginning to be realized.  CLA is the biggest College at DLSU, with ten academic departments, three research centers and one research institute.  My faculty is about 220-strong.  It is at the epicenter for the delivery of the Lasallian Core Curriculum (or GE), which focuses on a transformative, learner-centered, and multi-intelligence focused approach to pedagogy towards liberal education.  It is quite a challenge to deliver the kind of services required to meet the demands of students and their parents who want to get their money\u2019s worth of education.  I am fortunate that DLSU has adequate resources and facilities to enable us to deliver quality service.  Furthermore, faculty morale is quite good, particularly helped by very clear promotion and tenure policies, and reasonable and competitive faculty benefits.  What also contributed to the dynamism of DLSU in general and CLA in particular is the fact that our faculty are not in-bred.  We have a healthy dose of pluralism and diversity from among our faculty, in which products of DLSU, UP, Ateneo and UST, and other Universities, armed with graduate degrees acquired both locally and abroad, interact to form a heterogeneous academic community that is more outward and forward looking, and more tolerant of differences.<\/p>\n<p><strong><span style=\"color: #000080;\"><em>There is always a notion that DLSU is one of the bastions of elitism.  Can you tell us why that this is more of a misconception rather than a fact?<\/em><\/span><\/strong><br \/>\nIt may have been in the past, but not anymore.  In fact, for the past years, DLSU has been at the forefront of activism, particularly in being critical of the excesses of the current Administration.  Our academic programs have institutionalized community service and exposure in our various courses, particularly in the social sciences.  The core of Lasallian education is touching hearts, teaching minds, and transforming lives.  While it was indeed undeniable that my experience in UP was quite politically rewarding in the sense that I was able to contribute to the education of the children of the poor and the marginalized, it was equally politically rewarding for me to have now contributed to the education of the children of the wealthy so that they can acquire a perspective that would help the poor and the marginalized (even as UP is gradually now becoming also a haven for the children of the wealthy and the elites).<\/p>\n<p><strong><span style=\"color: #000080;\">Tudla encountered a white paper containing a quotable quote from you: \u201c<\/span><em><span style=\"color: #000080;\">I am a Varron.  That itself is a political statement<\/span><\/em><span style=\"color: #000080;\">.\u201d  Will you care to elaborate? Power is exercised everywhere, not only in Congress and in Malacanang, but in our everyday life.  Being a Varron is a claim to existence, and an adherence to a particular value system.  It embodies with it a claim to power, since it alludes to a label that we believe to distinguish us from others, and make us \u201cbetter.\u201d  We presume to value truth, love, justice and freedom\u2014four concepts that are loaded with power and influence in shaping minds and hearts.  Truth is power against the lie.  Love is power since it can negate hatred, and could also make us see beyond weaknesses.  Justice and freedom are forms of power for they serve as the foundations of democracy and fair play. What more can be political than these.<\/p>\n<p><strong><span style=\"color: #000080;\"><em>You were the GV of the forestry chapter in 1981-82. It was a very difficult time for the organization.  The fact that UPVL remained intact was due mainly to the persistence of the general membership to go beyond \u201ccolors\u201d (of being red or otherwise) and \u201cdirections\u201d (of being left or right, or center).
