Karl Abelard Villegas (NAME \u201993)<\/span> is currently at the Institute of Environmental Science, University of Leiden finishing up his doctoral degree. His research programme is supported by the Louwes Fund Research on Water and Food, a joint cooperation between CML and Oxford University implemented in developing countries. He is also a research fellow of the World Agroforestry Centre (ICRAF) Philippines. He obtained his master\u2019s degree in resource management at the University of Edinburgh under the auspices of a Shell Centenary Scholarship (Royal Dutch Shell Group of Companies) in 2005. He graduated from the University of the Philippines Los Ba\u00f1os with a bachelor\u2019s degree in forestry in 1994.<\/p>\n

If you are limited by just one word to aptly describe yourself, which would you pick from the following: Forester, Ecologist, Environmentalist, Conservationist. Please explain.<\/strong><\/em><\/span>
\nI could depict myself as multidisciplinary and a generalist. For this reason, I\u2019m a Forester by profession, a forest ecologist in practice, an environmentalist as vocation and a conservationist at heart.<\/p>\n

You are currently pursuing your doctoral degree abroad. Can you share to us what area are you specializing on and what kind of research you are working on? What do you think is the immediate application of your research work (especially in the Philippines)? What brought you to pick University Leiden for your graduate studies?<\/strong><\/em><\/span><\/p>\n

I\u2019m currently working on my PhD in Environmental Science with a research focusing on perceptions and visions of nature and biodiversity concerning a case study in Northeast Luzon. Since the Philippines is experiencing nature degradation and rapid biodiversity loss, it is important to holistically understand the perceptions of nature by the local people and visions of organizations from the local to global level. My study site which covers the Pe\u00f1ablanca\u00a0Protected Landscape and Seascape in Cagayan possesses a wealth of biodiversity, however is highly threatened by degradation caused by human activities. This has driven various stakeholders and conservation organizations to assume their role in nature conservation projects and activities. My research could provide a platform of recommendations towards a sound conservation program linking various levels of visions within one of the remaining biodiversity corridor in the region.<\/p>\n

During the time I was planning for my PhD studies, Leiden University was one of my choices because of its multidisciplinary approach in addressing environmental issues and problems. I was enlightened by its active involvement in research and education in the northern Philippines through a long\u2010time partnership with the Cagayan Valley Programme on Environment and Development (CVPED) based in Isabela State University. To this, my wholehearted gratitude goes to our late Vrod Andy

<\/div><\/div><\/div>
[Andres Masipequena (Skylove ’73)<\/span>] who served as one of the pillars of CVPED and a proactive\u00a0conservation agent in the Northern Sierra Madre region.<\/p>\n

Why are the words \u201cbiodiversity,\u201d \u201cconservation,\u201d \u201csustainability,\u201d and\/or \u201cenvironmentalism\u201d always associated with socially conscious individuals (or who are considered liberals)? Is this impression incorrect? What do you think about the viewpoint that \u201cenvironmentalism\u201d is a bourgeois movement and it is an \u201cunaffordable luxury\u201d for people from developing countries to observe?<\/strong><\/em><\/span>
\nIn the early 20th century, Gifford Pinchot defined conservation as \u2018the management of the environment to provide enough natural resources for the present and future generations\u2019. At that point, a milestone in conservation marked the establishment of the Yellowstone National Park in US legislation during President Roosevelt\u2019s leadership.<\/p>\n

The president strongly supported the utilitarian rationale for conserving trees as championed by Pinchot, which are intended for economic purposes. However, he was also inspired by the intrinsic value or a genuine love of nature. During his government, he advocated for the protection of wildlife and natural resources and initiated a level of federal involvement in the protection of natural environment. Hence, the conservation movement was inextricably\u00a0associated with forms of liberalism and the Democratic Party. This association continued for a long time and evolutionized into what is known as the \u2018environmentalism\u2019 of the 1960s. In the recent past, the environmental movement has increasingly been integrated into mainstream politics vis\u2010\u00e0\u2010vis liberal democratic ideas and has become reputable schools of thought. The concept of sustainability was similarly borne out of this environmental movement along with expressions of liberalist politics.<\/p>\n

Environmental philosophers view that \u2018environmentalism\u2019 started from the elite class of the society. This upholds the theory that \u2018environmentalism\u2019 or also called \u2018nature conservation\u2019 is mainly an urban affair, or an affordable luxury of the bourgeoisie class which emerged from the wealthy urban class (Marx). The Western view of nature and conservation also holds that there exists an inherent \u2018biophilia\u2019 or \u2018nature friendliness\u2019 among the general public. This \u2018love for nature\u2019 apart from the utilitarian aspect has been prevalent in US and Europe. One of the\u00a0interesting findings in my research showed that \u2018nature friendliness\u2019 is naturally found among the local people in northern Luzon. This is congruent with those in the Western world which constituted much of the democratic basis for environmentalism in developing countries. Contradicting the idea that nature\u2010friendliness is a largely urban phenomenon however, the visions of the farmers near the forest had much in common with the urban dwellers living in the city.<\/p>\n

Because of the deep global economic recession there seems to be a prevailing attitude that implementation of green\u2010oriented efforts previously initiated prior to the recession should be deferred until the economy has fully recovered. Do you agree with this viewpoint? Do you think this is a sign that the environmental movement is losing ground?<\/strong><\/em><\/span>
\nFrom an environmental perspective, the use and consumption of resources were even minimal during the recession period and people became energy efficient resulting to reductions in greenhouse gas emissions, a positive feedback to climate change. Contrary to general belief, investment in green\u2010oriented jobs and implementation of sustainability efforts in the business agenda is actually vital to the economic survival of a nation. In fostering economic growth, business activities must focus on innovations, e.g., clean technologies, and more efficient operations on resource and energy use to become competitive in the long term market. Mainstream programs and policies concerning emission reductions in greenhouse gases and implementation of cost effective environmental strategies, schemes and programs are mechanisms for economic recovery.<\/p>\n

Nowadays, the utilization of renewable sources of energy is seen to be cost effective as a cheap alternative compared to fossil fuels. It is also environment friendly with the sustainable use of solar, hydro and wind power plants which are not only less pollutive but could also generate a green workforce in their operations. In the Philippines, though not significantly affected by the past recession, renewable energy could become a domestic source that might even help lessen the national debt.<\/p>\n

What do you think are the challenges for a successful implementation of an environmental program in the Philippines? How well ahead (or behind) is the Philippines in this respect?<\/strong><\/em><\/span><\/p>\n

There is a need to develop sustainable strategies and integrate an environmental framework linking the local, national and regional levels in the decision making process towards a successful environmental program. Multidisciplinary action research is an important tool and should be carried out in partnership with different stakeholders such as local government units, national and regional government organizations, people\u2019s organizations and non\u2010government organizations. The research results will provide useful information into developing the resource management policy guidelines, environmental innovation and clean technologies. This will\u00a0bridge the gap among all stakeholders in achieving sustainable development in the long term.<\/p>\n

The Philippines has been a staunch advocate of sustainable development since its inception in Rio, as embodied in the Philippine Agenda 21. While many environmental laws and regulations are in place since the 1970s, further degradation and rapid depletion still impinge the country\u2019s natural resources. This has prompted local and global conservationists to take their part in saving the country\u2019s remaining wealth of biodiversity and responding to global climate change. Though the country has made progress in environmental protection as reported in the Millenium Development Goals (MDG),\u00a0strict reinforcement of environmental laws coupled with public awareness and environmental education remain as continuing challenges today. MDG is an eight-point road map to economic progress and sustainability aimed at significantly reducing, if not eradicating poverty by 2015 (UNDP).<\/p>\n

Some of your Facebook postings seem to indicate that you are passionate about soccer. Considering the fact that soccer is not a popular game in the Philippines (please correct if this assumption is wrong), do you think you are \u201cahead\u201d of the curve and that soccer would become popular like basketball? Is your interest greatly influenced by the European maddening enthusiasm about soccer? What is your projection about the prospect of the Philippines just qualifying for the World Cup? Please do share some of your exciting activities related to this sports.<\/strong><\/em><\/span>
\nI\u2019m really glad that football is taking a great stride in the Philippines sports arena. Thanks to the Philippine Azkal\u2019s achievement in the recent AFF Suzuki Cup in Vietnam. We made it to the elite of football teams in the region, an unprecedented feat! This is a wake\u2010up call for Filipinos that football could be another potential sport (apart from boxing) we could excel in, given the appropriate support and training. Today, many of our countrymen are attuned to the recent developments of Azkals (50,000+ likes in Facebook) and Philippine Football (see Futbol Filipinas<\/a> Facebook page). Let us all support the team\u2019s qualifying match against Mongolia on February 9 in Panaad Stadium, Bacolod. This will paved the way for our chance to the 2014 World Cup which currently places us 151st in FIFA world ranking.<\/p>\n

I\u2019ve always been playing football since my childhood years until now where I play with some locals and foreigners in IRRI, whenever I\u2019m in Los Ba\u00f1os. In the past, I\u2019ve joined various sportsfest and inter\u2010competition playing as a full back defender. Even when I\u2019m in the Netherlands, I take time to watch a practice, and impressed by how young and skilled the locals are. In a way, this has boosted my morale in actively promoting football in our country (Note\u00a0that half of the Azkals players are European trained). Just recently, I\u2019ve even organized a game between the Dutch (my colleagues in Leiden) and the IRRI players. My enthusiasm for the sport has extended to my son to love the sports as well. Now, we\u2019re already playing together, happily bonding at our small garden space in Los Ba\u00f1os.<\/p>\n

Some UP Varrons members sometimes describe their experience with the organization as being a member of a family. Would you care to comment?<\/strong><\/em><\/span><\/p>\n

I really felt that the Varron family nurtures a second home to us, both students and alumni sharing a sense of camaraderie within the organization. Though I was not often visible during my college years, I really experienced a sense of belongingness way back in the forestry campus. Once I was sitting in the tambayan fronting MaReHa, Vrod Tonton [Antonio Contreras (Survivors ’78)<\/a>] amicably invited me to join the organization, I had no second thoughts about it! Indeed, I was so glad that I found a family not only in the college but also in the whole UPLB whenever I meet a vrod or sis anywhere in the campus. How could I ever forget the time that we as a Varron family was united in talent, hard\u00a0work and patience preparing for the Faculty Follies in 1994 (Dap, is the year right?), which undeniably led us towards victory, truly a Varron deed!
