Arsenio “Arsie” Ella (Apollo Twelve ’70) is a Scientist III at the Forest Products Research and Development Institute (FPRDI)<\/a> of the Department of Science and Technology (DOST). He received his BS Forestry (1973) and MS Forestry (1983) from the University of the Philippines Los Ba\u00f1os. Arsie is married to Evangeline Salcedo who works at IRRI as a Scientist. They have three children: Areva Corazon (23, graduating this April 2009 with a DVM degree from UP Los Ba\u00f1os); Arrigo Nonilon (21, a BS Nutrition senior at UPLB); and Achilles Ray (20, pursuing BS in Air Transportation at PATTS College of Aeronautics in Manila).<\/h5>\n

Arsie<\/p><\/div>\n

In your career as a Forester, you have the opportunity to travel to different countries. How do you assess the forestry preservation efforts in the Philippines compared to those of other countries? Which country, and why, do you think should the Philippines emulate and use as a model to advance its preservation\/conservation programs?<\/span><\/em><\/strong>
\nPreservation efforts of forests in the Philippines may not have an astounding impact and the situation is similar to other developing countries. In the Philippines, three factors impede a successful implementation of forest conservation and preservation programs. These are fast population growth, illegal logging and inefficient cooperation from people. Fast population growth further puts pressure on dwindling forest resources which is made complicated by lack of full cooperation from people. Meanwhile illegal logging is the cause of failure of any forest conservation and preservation program.<\/p>\n

I would go for the\u00a0Swedish forest policy and its gender equality policy<\/strong> I would say that their practice could be a role model towards optimum forest conservation in the Philippines. They have two equally important objectives, namely: the production objective and the environmental objective . In brief, this means that forests and forestland are national assets that should be used efficiently and responsibly so that they produce high sustainable yields while at the same time preserving biological diversity.<\/p>\n

The Swedish gender equality policy<\/strong> has the principal aim that women and men should have the same opportunities, rights and responsibilities in all areas of life. This implies e.g., equal distribution of power and influence between men and women, the same opportunities to achieve economical independence, equal access to education and training and shared responsibilities for children. In this regard, the Philippines should emulate the Swedish forest system policy and use this as model towards forest conservation program in the country.<\/p>\n

Your current line of research is on the utilization and preservation of resin-producing trees that are endogenous to the Philippines. Can you educate us on the importance of these crops, economics-wise and biodiversity-wise?<\/span><\/em><\/strong><\/p>\n

Some trees provide not only food but also resins. Resins have many uses and are therefore economically valuable. These are used in pharmaceutical products, in making varnish, paint, soap, plastic, linoleum, shoe polish, floor wax, ink for printers and others. Traditionally, they have also been used in caulking of boats, kindling fire, religious ceremonies as well as for medicinal purposes and as mosquito repellent. Collecting resin is a good livelihood opportunity for people in areas where resin-producing tree species abound.<\/p>\n

<\/p>\n

The Philippines is endowed with various resin-producing species. The country’s Dipterocarpus are the source of resinous oil and resin, better known as balau among Filipinos. Balau is obtained from the wood of apitong (<\/em>Dipterocarpus grandiflorus<\/em> Blanco), panau (D. gracilis<\/em> Blume), and related species of Dipterocarps. On the other hand, the oil of palosapis is obtained from the wood of palosapis

<\/div><\/div><\/div>
[Anisoptera thurifera<\/em> (Blanco) ssp. thurifera and other Anisoptera species. The species of the family Burceraceae, e. g., pili (\u00a0Canarium ovatum<\/em> Engl.), piling liitan (C. luzonicum<\/em> (Blume) A. Gray) and pagsahingin (C. asperum<\/em> Benth.) are the main sources of Canarium resin widely known in trade as Manila elemi. For softwoods, the country offers at least two species for tapping purposes, i.e., Benguet pine (Pinus insularis<\/em> Endl.) for oleoresin and almaciga (Agathis philippinensis<\/em> Warb) for Manila copal resin of the Pinaceae and Podocarpaceae families, respectively. Although resins are considered minor forest products, they are the one of the country’s dollar earners. For a period of 10 years (1992-2006), an average of 259,700 kg of almaciga resin valued at US$ 204,400 were exported [Philippine Forestry Statistics (PFS) 2006]. Further, PFS revealed that 237,488 of Manila elemi resin valued at US$431,000 were exported to France, Germany, Japan, Spain and Switzerland. There is a demand at present for resins in local markets such as Cebu and Bulacan where local varnishes and paints processing plants are found and in international markets such as France, Germany, Japan, Hongkong and Singapore. Hence, resins may be a profitable venture.<\/p>\n

You have also travelled around the Philippines educating people about the proper way of tapping resin-producing trees. How do you assess the reception of those involved in this activity towards adapting \u201cnew practices\u201d? Do you think you are making a difference?<\/span><\/em><\/strong><\/p>\n

People would usually be hesitant at first of trying unfamiliar. However, during the trainings I have seen people actively participate in discussions and field exercises. Through what they have learned, I hope this sparked their interest in protecting both tapped and untapped resin-producing trees.<\/p>\n

In one of your postings in the Varrons discussion group, you lamented the sorry state of deforestation in some areas once you considered pristine? In your opinion, what do you think should have been done and how can a civic organization like the UP Varrons help to reverse the process?<\/em><\/strong><\/span>
\nThe organization has made efforts in terms of disseminating information on forestry rehabilitation especially reforestation to students. In this regard, the UP Varrons Ltd. may become an instrument in capacity building of not only students but also out-of-school youths and forest settlers like indigenous people (IPs) about sound environment and forestry rehabilitation.<\/p>\n

You have been considered as one of the \u201cdie-hard Varrons.\u201d Why do you think you got that \u201creputation\u201d? Do you consider that as a badge of honor?<\/em><\/strong><\/span><\/p>\n

I may have been branded as one of the die hard Varrons’ because of my being always with brothers and sisters in the organization. I’ve always been willing to listen to their problems and offer my advises. I consider it a great honor being branded as such.<\/p>\n

Can you relate to us some of your memorable events as an undergraduate Varron member?<\/em><\/strong><\/span>
\nBeing a member of the organization allowed me to engage in social activities and expose myself to different experiences. Some of my most cherished memories while with the organization include exploring Mt. Makiling during weekends for our dendrology (identification of trees) review classes, playing volleyball every afternoon and weekends (which later helped me become as one of the best players at FPRDI), visiting different places in Laguna and those of Batangas, Cavite, Rizal and Quezon during fiestas to stay at our vrods’ homes, and also attending the organization’s parties.<\/p>\n\n\n\n\n\n
