Can you give us a brief rundown of what you are doing as its director?<\/span><\/strong><\/em><br \/>\nThe\u00a0<a href=\"http:\/\/acbsite6.aseanbiodiversity.org\/bio_joomla\/\">ASEAN Centre for Biodiversity<\/a> is a newly established intergovernmental institution supported by the ten Member States of the ASEAN (Association of Southeast Asian Nations). As an intergovernmental organization, the Centre functions as a facilitative and collaborative institution geared towards assisting member states sustainably manage and use their diverse biological resources. ACB\u2019s predecessor institution was the ASEAN Regional Centre for Biodiversity Conservation (ARCBC) Project implemented from 1999-2004. ARCBC provided valuable lessons and experiences for defining the role of regional institutions that the ten Member States decided to elevate the status of ARCBC into a regional intergovernmental centre to which the ACB is structured.<\/p>\n<p>My function as Director of ACB is to steer the Centre perform its key role of being a facilitative and collaborative regional organization specifically on the following aspects: Policy and Programme Development; Human and Institutional Capacity Development; Biodiversity and Knowledge Management which backbone is Biodiversity Information Sharing Service (BISS) and the public awareness and advocacy on biodiversity. Two other components are being pursued namely, Institutional Development of ACB that focuses on fully establishing the legal identity of the Centre thereby gain international recognition as an institution and Sustainable Financing which concentrates on mobilizing resources that will provide the cost cover for the operations of the Centre and support to implement its country\/ programmatic activities. Concretely, ACB is envisioned to provide service to the needs of the AMS by pursuing the following functions:<\/p>\n<blockquote><p>(1) Serving as an effective coordinative body to facilitate discussion and resolution of cross-country biodiversity conservation issues;<br \/>\n(2) Providing a framework and mechanism for sharing information, experiences, best practices and lessons learned for efficient access of AMS;<br \/>\n(3) Implementing a pro-active approach in monitoring and assessing biodiversity conservation status as a strategic approach towards identifying critical issues and future trends;<br \/>\n(4) Delivering\/facilitating conduct of capacity-building services and technology transfer through engaging relevant and appropriate expertise;<br \/>\n(5) Enhancing common understanding of biodiversity conservation issues strengthening ASEAN regional positions in negotiations and in compliance with relevant multilateral environmental agreements;<br \/>\n(6) Promoting regional public awareness to develop champions and enhance support at different stakeholder levels on biodiversity concerns; and<br \/>\n(7) Undertaking innovative resource generation and mobilization measures to pursue impact activities that will enhance biodiversity conservation in the region.<\/p><\/blockquote>\n<p><em><strong><span style=\"color: #000080;\">Why was ACB created and why is it based in the Philippines? Is there any advantage for the Philippines for it to be located locally?<\/span><\/strong><\/em><br \/>\nThe establishment of ACB is driven by the fact that the ASEAN has thousands of plant, bird, marine, insect and other animal species that are endemic to the region. ASEAN occupies only a meager three percent of the earth\u2019s total surface but it is home to 20 percent of all known species of plants and animals, making it critically important to global environmental sustainability. Southeast Asia has one-third or 284,000 square kilometers of all coral reefs, which are among the most diverse in the world. The region has three of the world\u2019s seventeen mega-diverse countries: Indonesia, Malaysia and the Philippines. Photo courtesy of the Public Affairs Office, ACB.<\/p><\/div>\n<p>While these factors reflect the positive aspects of the region, ASEAN has also some negative aspects that make a case more compelling for establishing a biodiversity centre. First, the region has 7 of the 34 known biodiversity hotspots in the world. Biodiversity hotspots, as defined by the Conservation International, are areas that contain at least 1,500 species of vascular plants (&gt; 0.5 percent of the world\u2019s total) as endemics, and have lost at least 70 percent of its original habitat. Second, ASEAN has one of the fastest rates of habitat loss globally. For example ASEAN\u2019s forest resources: for the period 2000-2005 alone, FAO reported that the average annual forest change is placed at 1 percent as against the global average of only 0.18 percent per annum, making region having the highest rate of forest loss in the world. The same pattern is reported with regard to our coastal and marine resources where it is estimated that more than 80% of the reefs are at risk from destructive fishing practices and coral bleaching. Third, ASEAN in general has diverse economies with some countries having very high standards of living while others belonging to the category of least developed countries with GDP per capita of less than a thousand US dollars. With such income disparity, the drive for economic prosperity, particularly by countries trying to catch up economically can be intense using their natural capital as the source for propelling their respective country\u2019s development prospects. The pressure on the biodiversity resources of the region can be unrelenting brought about by the desire of countries to urbanize and industrialize without due regard for the negative consequences of an irreversible environmental deterioration.<\/p>\n<p>These factors provide the raison d\u2019 etre for the creation of the Centre.<\/p>\n<p>Why here in the Philippines? More than the reason of being political, the Philippines represents the key characteristics of a biologically diverse country in the region but facing tremendous environmental challenges as described above.<\/p>\n<p>Just consider the following facts about the Philippine biodiversity:<\/p>\n<ul>\n<li>15,000 plant species (50 percent are endemic)<\/li>\n<li>179 species of land mammals (111 are endemic)<\/li>\n<li>105 species of amphibians (82 are endemic)<\/li>\n<li>258 species of reptiles (168 are endemic)<\/li>\n<li>576 species of birds (195 are endemic)<\/li>\n<li>77 mangroves and assorted species<\/li>\n<li>2,500 species of reef fishes<\/li>\n<li>430 species of corals<\/li>\n<li>5 species of marine turtles<\/li>\n<li>25 species of marine mammals<\/li>\n<\/ul>\n<p>ACB therefore is a \u201cnatural niche\u201d for the Philippines. Perhaps an additional factor that persuaded the other ASEAN countries to consider the Philippines as the host for Centre is also their recognition of a number of pioneering initiatives the country has taken in managing its biodiversity resources particularly in the areas of community based approaches for managing protected areas, the recognition of indigenous communities, efforts to attaining the principles of access and benefit sharing (ABS) of biological resources and others.<\/p>\n<p>This is page 2<\/p>\n<p><!--nextpage--><\/p>\n<p><span style=\"color: #000080;\"><em><strong>Global warming is sometimes mentioned in the same sentence with \u201csecurity.\u201d In your recent SEARCA lecture, you mentioned Biodiversity together with food security. How does this relate to the ACB\u2019s slogan \u201cConserve Biodiversity, Save Humanity\u201d? As a private individual, how do you convince a skeptic that the threat is real? Photo courtesy of the Public Affairs Office, ACB.<\/p><\/div>\n<p>As I mentioned earlier, the threats to biodiversity in the region are tremendous especially in the face of rapid development and the emerging demographic shift from rural to an urbanizing population. The sheer pressures and demands of the growing human population coupled with an increasingly wasteful and inefficient consumption patterns are creating ecological footprints that often have larger ramifications on maintaining the integrity of our ecosystems. It is in this context that ACB has connected the inextricable link between biodiversity and the human well being. A seminal study released in 2005 involving key institutions and scientific luminaries came out with the Millennium Ecosystem Assessment Report: it highlighted the critical importance of understanding the relationship between humans and ecosystems by way of recognizing the various services the latter provides to warrant the healthy existence of the former. This has been the overriding theme for communicating biodiversity conservation as a way to ensuring \u201csecurity\u201d in the broader context and in my SEARCA lecture specific to food security. At this point, let me stress that the context of \u201cconservation\u201d may also have to be widened. The conventional wisdom of \u201cconservation\u201d refers to prevention, protection and rehabilitation of ecosystems by bringing them back at least to their original state. This state is rather absolute, as perhaps we all know by now. With the adoption of \u201csustainable development\u201d as a buzzword for economic progress\/growth the context of conservation has over the recent years expanded to mean the \u201csustainable use\u201d of resources \u2013 which if applied to biodiversity should be taken to connote the sustainable use of biological resources. The debate on the use of the terms \u201cconservation\u201d and \u201csustainable use\u201d rages even up to now in the international discussions.<\/p>\n<p>This contextual nuance is the reason why it is difficult to promote biodiversity management as compared against the topic of climate change or global warming. The question of how does one convince the skeptics that the threats are real is a million peso question. The approach taken in drum beating the climate change issue provides us valuable insights of how to present the biodiversity issue to people. The ultimate objective of transforming mindsets to accept biodiversity management and conservation is to make the topic a political issue. This can be attained by: first, getting the science right \u2013 the Intergovernmental Panel on Climate Change (IPCC) precisely did this task; second, is getting the economics right \u2013 which is to bring in economists to buy into the notion by letting them estimate the cost of inaction versus the cost of action if it is taken judiciously; and third, getting the message right \u2013 which exactly what Al Gore did. This was the process of how the case of climate change was packaged and presented and thus, stayed in the consciousness of people. But note, even with such process (and with high degree of success) there remain some skeptics about the impacts of climate change on humans. But the support by a significant number of politicians provides a clear lesson of how a critical topic such as biodiversity conservation and management can be raised as a mainstream development agenda.<\/p>\n<p>Fortunately for ACB it is not acting on a void. Globally, there are initiatives and efforts to bring biodiversity into the key development discussions and it is gaining adherence. Next year (2010) will be the International Year for Biodiversity, which will coincide with the holding of the 10th Conference of Parties for the CBD. ACB is therefore streamlining its public advocacy, communication and education programme along this major event. And as the question points out, the underlying advocacy message is to fundamentally connect why biodiversity conservation is linked to the human well-being.<\/p>\n<p><strong><em><span style=\"color: #000080;\">Nowadays, when buzzwords like \u201cbeing green,\u201d \u201cglobal warming,\u201d and \u201ccarbon footprint awareness\u201d seem to be part of the vocabulary of ordinary citizens, how do you judge the words \u201cconservation\u201d and\/or \u201cbiodiversity\u201d in the context of a common man\u2019s consciousness? How do you react to the fact that these words are sometimes considered as mere buzzwords by some people?<\/span><\/em><\/strong><\/p>\n<p>I have more or less touched on this matter in the earlier discussion. But let me also provide some perspective on this question. Historically, societies only consider taking alternative courses of action under the following conditions: a) when their primary interests are at stake (community and family survival, challenge to power structure, etc.); or b) the danger \/threat posed by an impending event is imminent. The collapse of ancient societies or civilizations, or even in contemporary times when communities are ravaged by natural calamities such as the case of the Asian tsunami of 2004, the inability of societies to immediately respond to natural threats can be generally attributed to their failure to heed the signs of impending environmental catastrophes. Central to a society\u2019s ability to respond to imminent threats lie mainly on the level of their knowledge and understanding of the environment, and whether the necessary information is available for them to take mitigating or preventive actions. The 21st century society has one distinct advantage over past societies: it has been able to narrow the information and knowledge gap. Technology, in particular information technology, has crossed and broke a lot of barriers to make knowledge and information more democratized: available to anyone and can be accessed at any time for their own use.<\/p>\n<p>Taken in this light, I do believe that a person of this generation are far smarter, more conscious of their rights, and enjoys the luxury of the advantages they have over the previous generations. Environmental awareness has made significant inroads in the consciousness of people as they become more sensitized with issues and concerns that affect their daily lives. In may be true that the degree of understanding and the depth of common knowledge about climate change is far deeper than biodiversity. But I would not say that people have zero knowledge of the issues related to conservation and biodiversity. The real challenge is in creating the critical mass that can translate this knowledge to visible social and political action. So, for the time being the ideas may just be buzzwords. I do believe however, that when its moment comes, it will gain adherence just as the issue of climate change have evolved. In the development parlance, you may hear statements being expressed as \u201cefforts are being geared towards mainstreaming the biodiversity agenda in the development discussions\u201d. This simply means having the notion planted for a wider political and social debate as to its value and importance to society. To have these terms as buzzwords can be taken as positive sign for greater action in the future. What we are moving and advocating for is the moment should be in the immediate future.<\/p>\n<p>This is page 3<\/p>\n<p><!--nextpage--><\/p>\n<p><strong><em><span style=\"color: #000080;\">How do you see the future of conservation movement in the Philippines?<\/span><\/em><\/strong><br \/>\nPositively. We have to give credit to numerous initiatives in the country that have become paragons for biodiversity conservation management. We have a lot of experience in biodiversity management involving communities, indigenous people, the privates sector, local governments, universities, and non-governmental institutions. One clear example of such notable effort is the crocodile conservation programme of\u00a0<span style=\"color: #0000ff;\">Vrod Andy Masipiquena (Skylove \u201973)<\/span> at Isabela State University. These experiences have been documented, reported and presented in global forums and international discussions. Just visit a website of an international NGO such as World Wildlife fund (WWF), Conservation International, Birdlife etc., and you will find numerous case studies of praiseworthy Philippine biodiversity conservation experiences. Even several technical and economic reports of the World Bank, ADB and UNDP have highlighted notable conservation practices and experiences in the country. These pioneering efforts need to be supported and scaled up. Overall, I am upbeat about the conservation movement in the Philippines.<\/p>\n<p><strong><em><span style=\"color: #000080;\">Can you tell us a little bit about your family?<\/span><\/em><\/strong><br \/>\nI would just say that I live a very private life. I have been blessed to be endeared to five wellsprings of life who are all now grown up and mature, each trying to define their own respective spaces and pursuing their own paths. I have two second-generation dolls that I adore and pamper dearly (in short\u00a0<em>lolo na ako<\/em>). But kidding aside, I was introduced to the organization during my freshman but came to know more about it during my second year. Vrod Bien Dolom (Salsa \u201975) was the one person who showed and introduced me to what the organization was. Since he was my batch mate, classmate and close friend I have complete trust in him. When he signed in with the organization, he told me about it and asked me to join him. I said no initially for I was weighing my options whether to join an organization at that time. During the second year, Bien was already with the Varrons and he started to introduce me his Vrods and Sis. That was when I started to understand more who they were, what they stood for and why they are with the UP Varrons. A thing that struck me was the shared ideals the members had in what they do and what they say. They were sincere and down to earth. They were intellectually deep but were not snobs and arrogant. They were friendly and warm but were firm and fierce in their positions on subject matters they believe in. They were fun but they were also dead serious of the work that they do. Since I was staying at the FOREHA dorm and most of the time I go to Bien\u2019s room, I can see them debate to their hearts out but at the same time I also see that they give due respect to each other specially on the beliefs and values of each individuals. They can talk about anything: from sports to academics, politics to religion, from the most mundane to the most insane topics one could think of. They carried no ranks: everybody is equal. That to me was the most significant aspect of the organization that influenced me to join the UP. Varrons Ltd.
